Software Description:
Pencil is an animation/drawing software for Mac OS X, Windows, and Linux. It lets you create traditional hand-drawn animation (cartoon) using both bitmap and vector graphics. Pencil is free and open source. There are surely other packages that do this, but I couldn't find any for the Mac that that were free and had a timeline that would allow quick timing adjustments.
